United Hebrew Congregation elects board and officers at annual meeting

By Terry Fear

Terry Fear is vice president/secretary of United Hebrew Congregation Terre Haute.

United Hebrew Congregation held its annual meeting on Sunday, May 21, 2017. There, the congregation elected a board of trustees and officers of board.

According to the synagogue’s (revised in 2005) by-laws (Article IV, Section 15), one purpose of the annual meeting is to elect officers of the congregation. “The officers of the Congregation shall consist of a President, a Vice-President/Secretary and a Treasurer, all to be elected for terms of three years at the annual meeting of the Congregation….”

The slate of officers recommended by the nominating committee (comprised of Herschel Chait, Debra Israel and Scott Skillman) were president: Betsy Frank, VP/secretary: Terry Fear and treasurer: Bruce Black.

The slate of officers recommended by the nominating committee (comprised of Herschel Chait, Debra Israel and Scott Skillman) were president: Betsy Frank, VP/secretary: Terry Fear and treasurer: Bruce Black.

As Scott explained at the annual meeting, due to resignations by previous officers, all three nominated officers were currently serving in these positions.

Three officers completed unexpired terms

Since summer 2016, Betsy, as VP/secretary, had been finishing the unexpired term of president, while Bruce was appointed by the board to serve as treasurer.

Terry Fear was appointed by the board to serve as VP/secretary, filling a vacancy from December 2016.

Both Bruce’s and Terry’s appointments aligned with By-Laws Article III, Section 14: “The Board of Trustees shall have responsibility and authority … (to) fill all vacancies resulting from deaths, resignation or removal in the office of the Vice President-Secretary (and) Treasurer….”

Board members serving their current terms were not up for reelection.

There were no nominations from the floor. The slate was voted in by acclamation with one abstention.

Staggering terms fulfills the intent of By-Laws Article III Section 12, to avoid a complete board turnover each year.

Officers and board members

The slate of officers and board members included:

  • President: Betsy Frank (2020)
  • VP/Secretary: Terry Fear (2020)
  • Treasurer: Bruce Black (2020)
  • Board member: Reid Zoll (2018)
  • Board member: Debra Israel (2018 — unexpired term)
  • Board member: Patty Lewis (2019 — unexpired term)
  • Board member: Jo Einstandig (2019 — unexpired term)
  • Board member: Herschel Chait (2020)
  • Board member: Wilma Turetzky (2020)

United Hebrew Congregation’s board of trustees works diligently to fulfill its obligations to the synagogue and its members.

According to the by-laws (Article III Section 14), the board “has the responsibility and authority for the general management of the affairs, the funds, records and property of the Congregation.”

With this responsibility, the board continues to fulfill the purpose of United Hebrew Congregation, which is the “practice and advancement of Judaism” (By-Laws General Provisions Section 2).

Some came for the bagels and lox, others for the campaign speeches. But when the morning was complete, UHC had elected its new board of trustees and officers.
